EXAMINATION:  IMPORTANT NOTICE TO APPLICANTS. READ CAREFULLY. No written or oral examination will be required. Requirements

MINIMUM QUALIFICATION REQUIREMENTS:  Attainment of a minimum of a bachelor's degree from a recognized college or university in accounting or business administration with accounting emphasis and a minimum of three years' related experience at the level of Fiscal Officer I; or a combination of education and experience equivalent to these requirements.

ESSENTIAL REQUIREMENTS OF THE WORK:  Thorough knowledge of accounting theory, principles and practices and its application to a variety of accounting transactions and problems; thorough knowledge of modern office management principles, practices and equipment; thorough knowledge of statistical procedures; ability to design and install accounting systems; ability to analyze and interpret fiscal and accounting records; ability to prepare accurate and complete financial statements and financial reports; ability to plan, organize and supervise the work of others; ability to establish and maintain effective working relationships with public officials and employees.

Description

EXAMPLES OF WORK:  (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Plans, directs and supervises the work of subordinates; collects and maintains detailed records of capital and non-capital infrastructure construction projects; maintains and reconciles bank transactions; determines month-end total revenues and distributes allocations to various funds; prepares journal entries; prepares utility sales tax returns; assembles information for monthly posting of journals and ledgers; collects and analyzes data for preparation of cash position reports; verifies accuracy of invoices from vendors; maintains files on current contracts; requests fees and funds due from cities, county, state, medicaid-medicare, federal grants and other sources; approves purchase orders after pre-audit has been accomplished; prepares budget reports on revenues received; supervises cost accounting and budget controls; assists in the preparation of the general and capital funds budget; supervises and reviews the progress of yearly independent audits by Certified Public Accountants and governmental auditors; manages and invests idle funds; arranges for funds to be available on payment dates; authorizes transfers of cash between funds; conducts systems analysis of various departments; computes statements of legal debt margin; manages and reports on general revenue sharing and urban renewal funds; conducts audits of financial records of various departments; submits well documented reports on audit findings; collects receivables and problem accounts; reviews and appraises the soundness, adequacy and application of accounting, financial and other operating controls; promotes effective controls at reasonable cost; performs related work as required.

Important Information

DISTINGUISHING FEATURES OF THE WORK:  An employee in this class is responsible for maintaining complex accounting records and administering a program or managing an office. Work is performed under general supervision in accordance with established policies and regulations and considerable independent judgment is applied when performing broad fiscal assignments and accounting functions. Supervision is exercised over professional, technical and clerical employees.

COLLEGE TRANSCRIPTS

OPEN TO:  All who meet the requirements as set forth in the job posting and who may lawfully be appointed to a position.  Applicants for sworn law enforcement positions must be U.S. citizens.
 
RESIDENCE REQUIREMENTS:  Unless otherwise stated in the job posting or supplemental questions, there are no residence requirements in order to apply.  Applicants must bear all expenses incurred in reporting for testing or appointment.  Upon appointment, the law gives the right to each Appointing Authority (Employer) to fix any further legal requirements regarding residence.

MEDICAL EXAMINATION:  Eligibles selected for appointment must meet the established medical and physical standards for the class of work.  The medical examination must be by one of the physicians designated by the Personnel Board.  Appointees must bear the cost of the examination. 
 
The Mobile County Personnel Department reserves the right to limit the number of applicants summoned for interview.  In such instances, a preliminary appraisal of qualifications, as indicated by the completed application, will be utilized as a guide in the selection of candidates to be summoned.

A "Practice Test Seminar" is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month.   The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices.  Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
